How to Set up Ping Servers on Windows Live Writer
Go to Tools, and choose Options and then Ping Servers.
Enter your list of servers to Ping, hit Apply and OK.

Once you set up the Ping Servers in Windows Live Writer it will ping those servers for all of your blogs configured in Windows Live Writer!
